Your minute of 26/6 suggests a salary for Sister Tutors and does not refer to "Supervisor and Training Officer for Health Visitors and Welfare Nurses" the cumbrous title for one of the two posts to which (10) refers. Perhaps yourmention of Sister Tutor is a clerical error, for you will doubtless recollect that the revised salary for Sister Tutors has been agreed. The Salaries Commission proposed for Sister Tutors the Senior Nursing Sister scale plus a non-pensionable allowance of $60 per mensem. At our instance the Governor agreed to make this allowance pensionable and to incorporate it in the salary scale - hence the scale for Sister Tutors is parallel to that for Senior Nursing Sisters, but $60 per mensem higher throughout.
3. The proposal in your minute of 26/6 would in effect introduce an additional scale viz. the Nursing Sisters scale plus pensionable allowance of $80 per mensem.
4. The Governor's proposal does not introduce the complication of an additional scale, but equates the salaries for the two posts in question here with two existing (revised) scales. The Health Visitor scale is equated with the Senior Nursing Sister scale (which was considered the equivalent scale when Miss Wilson was appointed last year). The Supervisor and Training Officer scale is equated with the Sister Tutor scale, a little higher than the Senior Nursing Sister's scale, but considerably below the revised Principal Almoner scale, on the old scale of which post Miss Burne was appointed last year.
5. The Governor's proposal is straight forward and seems to fit in with the revised salary structure. Assuming that the responsibilities of a Health Visitor can be roughly equated with those of a Senior Nursing Sister and those of a Supervisor and Training Officer with those of a Tutor Sister (as to which I am not qualified to offer an opinion) the simplest course would beem to be to approve the Governor's proposal, pointing out his error referred to at X of lir. Radford's minute above.

In view of Dt. Cruikshank's minute of 21/6 we can also agree to the Governor's recommendation as to the point of entry to these two scales of Miss Burne and Miss Wilson respectively.
7. If you and Dr. Cruikshank agree would you please pass the draft, which I have put in to chrystalize the issue? I have made it a telegram because the Governor asks for an early reply.

I am sorry to trouble you with this again.
I mentioned Sister Tutors in my previous minute with the object of suggesting that Hong Kong should fall into line with the African Colonies, both as regards the remuneration of Sister Tutors and Health Visitors. I had no comment to make on the scale proposed for the Supervisor and Training Officer, etc since the scale proposed appeared to me to be suitable.
I do not see any serious objection to what is proposed for the Health Visitor. It may appear that t will be generously paid as compared with the ordinary Nursing Sister, but a Nursing Sisters scale in Hong Kong is quite short and covers a period of 7 years only. It would undoubtedly be necessary in any event to appoint a Health Visitor well above the minimum in additionto the payment of an allowance of £60 per annum. Moreover, a starting salary of £480 per annum, plus expatriation pay of $25 per annum, is not excessive baring in mind conditions in Hong Kong.
